Partnerships for Success: Prevention Specialist Job Description

Title of Position: Prevention Specialist

Counties to be Covered:      Fayette, Nicolas, Webster, & Pocahontas Counties

Description of Duties & Responsibilities:

  • Obtain, understand, and use national, state, regional, and county-level data to inform the strategic prevention framework and culturally appropriate, evidence-based interventions.
  • Strengthen partnerships with colleges to prevent underage drinking, intravenous drug use, and marijuana use of high-risk students ages 17-20.
  • Strengthen partnerships with child-serving agencies, schools, and behavioral health providers to prevent underage drinking, intravenous drug use, and marijuana use of high-risk students ages 9-20.
  • With key stakeholders (e.g. law enforcement, schools, physicians, families, and youth) plan, implement, and sustain effective, culturally appropriate, evidence-based prevention practices and policies to address underage drinking, marijuana use, and intravenous drug use among youth ages 9-20.
  • Promote and provide for the evolution of positive alternatives for the targeted population with a focus on youth/young adult engagement and leadership throughout the region.
  • Mobilize and build capacity within communities throughout the region to prevent underage drinking, intravenous drug use, and marijuana use of high-risk students ages 9-20 through networking, technical assistance, other appropriate engagement strategies, and planning models that promote and empower neighborhoods, community groups, schools, agencies, and other entities to address local and regional issues. This will include becoming familiar with prevention efforts that are being provided within the region in all communities served and remaining current on all efforts supporting their development and implementation, as allowable within the scope of funding.
  • Become familiar and collaborate with community behavioral health resources and services to support cross-system planning and programming, as well as service connections for those high-risk students needing to access various levels of care.
  • Implement prevention strategies that improve community norms through environmental change.
  • Conduct prevention activities such as evidence-based programming (EBPs) in schools, communities, and child-serving agencies.
  • Within 90 days of hire, or as trainings are available, complete the Substance Abuse Prevention Skills Training (SAPT); Prevention Ethics; Strategic Prevention Framework; Positive Community Norms; Cultural Competency; Human Immunodeficiency Virus (HIV), Tuberculosis (TB); and Hepatitis. Documentation must be maintained on-file for all and a written waiver must be obtained from BHHF is any training component cannot be completed within the period set forth.
  • Within 6 months of grant award, staff funded by this grant must receive and complete trainings: motivational interviewing; suicide prevention; trauma-informed care; Mental Health First Aid; and substance use disorder basics with specific focus on Medication Assisted Treatment (MAT). Documentation must be maintained on-file for all completed trainings.
  • Participate and actively contribute to community, regional, and statewide planning efforts to assess continually and remain current on needs related to substance use and misuse ensuring that efforts are coordinated with BHHF and all regions.
  • Collect community data and resources to share with stakeholders, partners, BHHF, and Statewide Epidemiological Outcomes Workgroup (SEOW). Efforts should include promoting participation in and sharing by schools of the School Climate Survey or related surveys for strategic prevention planning.
  • Ensure a continual focus on building community, school, and child-serving agency capacity to address targeted prevention needs. Activities should include maintaining a readily available staff and other resource capacity to lead or support such efforts, consistent communication with relevant organizations, and active efforts to engage communities, schools, child-serving agencies, behavioral health providers, and other groups. All efforts must be comprehensively documented.
  • Ensure that evidence-based practice and model-learning is always occurring and emphasized within the scope of evolving prevention planning and implementation.
  • Ensure that focus is given to evolving the existence of, promotion of, and participation by high-risk students in communities and regions in substance use prevention activities promotion healthy living and well-being with a focus on youth engagement and leadership development. Efforts must include:
  • Close collaboration with county-based coalitions who may lead and/or coordinate such events or opportunities.
  • Development of a women’s network in collaboration with local/regional treatment and recovery partners that meets regularly with emphasis on girls or women who are substance-involved, pregnant, or post-partum.
  • Coordination, participation, and promotion of county youth-led prevention teams to increase youth and adult partnerships that promote peer education, leadership, and mentoring.
  • Remain knowledgeable regarding prevention efforts being developed and/or provided within the region by creating a written plan of work supported through financial or other means, and as allowable within the scope of funding. Activities include but are not limited to: regular participation on the PFS Advisory Workgroup; Statewide Epidemiological Outcomes Workgroup (SEOW); Regional Data & Planning Teams; Prevention Lead Organization (PLO) meetings; technical assistance provided by Marshall University; and other trainings and meetings organized by BHHF.
  • Obtain community, school, child-serving agency, and youth feedback for services rendered and information received to measure program effectiveness and improve service delivery.
  • Identify existing data gaps and develop data collection plans, as appropriate.
  • Within 30 days of hire, develop written work plans outlining information dissemination and public awareness initiatives addressing the nature and scope of underage drinking, intravenous drug use, and marijuana use of high-risk students ages 9-20, as well as the public health impact within communities and the region.
  • Annually, complete Strategic Prevention Framework-Partnerships for Success (SPF-PFS) strategic planning and learning processes to build capacity in the region, enhance infrastructure, and implement a comprehensive prevention approach in the region’s communities, schools, and child-serving agencies for effective and high-quality, evidence-based prevention services for high-risk students. Written strategic plans should be kept on-file and shared with State stakeholders annually.
  • Submit all data as related to the Expected Outcomes/Performance Measures as directed by BHHF.
  • Other duties as assigned.

Qualifications Required for the Position: Minimum qualifications include a bachelor’s degree in psychology, sociology, human resources, mental health, social work, or other human services field and two years’ experience in planning, developing, or implementing substance abuse prevention programs. Experience with Strategic Prevention Framework (SPF) preferred.

Supervisory Requirements: N/A

Skills and Knowledge Required for the Position:

  • Good knowledge of the nature of substance abuse and the techniques used in establishing effective prevention programs.
  • Good knowledge of community coalition principles and partnership development.
  • Ability to plan, organize, implement, coordinate, and evaluate prevention programs.
  • Ability to develop and maintain effective working relationships with individuals, schools, community-based organizations, businesses, faith-based organizations, and other local agencies.
  • Ability to comprehend and follow federal grant guidelines.
  • Ability to communicate effectively, work independently, and use computer applications.

Amount of Travel: Local, statewide, and regional occasionally required.

Salary: Dependent upon experience; Full-time position; 40 hours/week.

Behavioral Health Technician (BHT)

 

JOB SUMMARY:

 

The Behavioral Health Technician works under the direct supervision of the Program Manager of the unit and is responsible for monitoring and reporting of patient behaviors, following daily scheduled patient activities, basic behavior management and intervention, assisting in daily care, crisis situations, and medical emergencies as needed as an integral part of the multidisciplinary team. Reports to the Nurse Manager.

 

ESSENTIAL FUNCTIONS:

  1. Maintains a constant awareness and supervision of patients including during attending gym/yard activities, crafts/art/group/recreation therapies and outing trips as assigned. Remains alert and aware of potential safety issues at all times.  Alleviates any safety issue discovered by self, if appropriate, or by notifying appropriate persons for assistance as necessary.
  2. Follows Highland-Clarksburg Hospital policies and procedures including personnel, nursing, and administrative policies.  Maintains patient confidentiality at all times.
  3. Serves as a positive role model for patients and peers providing examples of appropriate behaviors, effective communication, and conflict resolution.  Encourages open, honest communication to facilitate problem solving on the unit.
  4. Reports to the Nurse Manager or designated administrator any unprofessional conduct or behavior involving patient care or conduct in violation of unit or Hospital policies.
  5. Charts daily in patient records.  Individual is self-motivating and assists with unit cleaning, organization of new admits charts, filing, etc. Initiates patient/employee incident reports.
  6. Provides a verbal report/briefing to the oncoming shift.
  7. Individual will have a basic knowledge of stages of development throughout the life span.  Understanding of common psychiatric disorders and various treatment modalities of children, adolescents, adults, geriatrics and/or dually diagnosed patients according to area worked.
  8. Leads educational and/or skills-based groups with patients.
  9. Assists with activities of daily living.
  10. Obtains and records vital signs and documents all care as required by company policy and in compliance with state and federal regulations.
  11. Contributes to the patient assessment and care plan.

 

ADDITIONAL RESPONSIBILITIES:

  1. Participates in quality assurance activities and staff development/training programs as assigned.  Attend in services and staff meetings on a regular basis.  Seeks opportunities of self-growth from internal and/or external sources and initiates the process requesting attendance through the unit program manager.
  2. Actively participates in unit therapeutic activities according to program schedules.
  3. Assists with training of peers as assigned.
  4. Follows infection control policies and assists with infection control rounds as assigned.
  5. Other duties as assigned.

 

QUALIFICATIONS:

Education and Experience BHT I: Less than 2 years of total experience

High school diploma or equivalent.  2 years – up to 4 years total experience working with children/adolescents or adults in a healthcare setting, providing direct care. College credits in psychology, sociology or similarly equivalent mental health courses may be substituted for years of experience.*

 

Education and Experience BHT III: 4 years plus of total experience

High school diploma or equivalent.  4 Years or more total experience working with children/adolescents or adults in a healthcare setting, providing direct care. College credits in psychology, sociology or similarly equivalent mental health courses may be substituted for years of experience.*

 

*Allowed substitutions: A Bachelors’ degree in a mental health field may substitute for 4 years of experience.  An Associates’ degree in a mental health field may substitute for 3 years of experience.  A bachelors’ degree in a non-related mental health field may substitute for two years of work experience; an associate degree in a non-mental health care field may substitute for one year of work experience. Current CNA certification may substitute as six months of work experience; a current MA may substitute for 12 months of work experience. An LPN certificate (unlicensed LPN) may substitute for 12 months of work experience.  Some college course work may substitute as follows: each credit hour in mental health course work will equal 1.5 months of experience up to a maximum of 60 months of credit applied experience and will be applied in a manner which most benefits the employee (official transcripts are required.)

First Step Act

As you may know, the U.S. Senate and House of Representatives have overwhelmingly passed the First Step Act. The passage of this seminal criminal justice legislation is highly significant because it represents that first major bi-partisan criminal justice reform bill that has been approved in a generation. Not only was the First Step Act have unprecedented support in Congress, it was also fully endorsed by President Trump – with the leadership of Jared Kushner. The President is expected to sign the bill on Friday, December 21st.

It is important to mention that a great deal of credit for reaching this milestone in criminal justice reform should was go the national criminal justice reform advocacy community- which includes NASW. For more than 10 years, we all have actively advocated for comprehensive criminal justice reform. Therefore, NASW along with our coalition partners are thrilled by the passage of this legislation.

The First Step Act prioritizes much needed reforms in sentencing within the federal criminal justice system. The bill includes the following important items:

  • It will reduce mandatory minimum sentences for certain crimes;
  • It includes programing funds that improve reentry services and planning;
  • The act includes special funding targeting opioid prevention and treatment;
  • The bill revises federal sentencing laws, including reducing the “three strikes” penalty for drug felonies from life behind bars to 25 years and retroactively limiting the disparity in sentencing guidelines between crack and powder cocaine offenses;
  • The legislation eliminates solitary confinement for juveniles who are incarcerated in federal facilities.
  • It requires the Justice Department to develop an evidence-based prisoner risk and needs assessment system to evaluate prisoners’ recidivism risk;
  • Improves opportunities for inmates to earn “good time” for early release from prison;
  • The First Step Act prohibits placing pregnant prisoners in restraints and shackles, and
  • It expands the information required to be collected by the National Prisoner Statistics Program.

While the First Step Act is not perfect, it is certainly a critical “first step” toward reaching comprehensive criminal justice reforms at the federal, state and local levels. NASW should be proud of being a part of this advocacy and social action. It is an incentive for us to continue to be active on criminal justice reforms both at the national and chapter levels.

Travel:                               Annual Conference (typically in the fall) & Case Management Committee Meeting (typically twice a year)

ABOUT WVMPHP: The WV Medical Professionals Health Program is a nonprofit 501 (c)3 charitable corporation.  The mission of the WVMPHP is to protect healthcare consumers through seeking the early identification and rehabilitation of physicians, surgeons, and other healthcare professionals with potentially impairing illness physician health programs in improving the health of medical professionals, thereby contributing to quality patient care. The WVMPHP is dedicated to supporting the health and well-being of physicians and healthcare professionals who may be at risk of substance use disorders, burnout, stress and mental health conditions.  See more at wvmphp.org.

 

The position is full-time hours at 40 hours a week.  There is typically one-day travel twice a year for our Case Management Committee “face to face” meeting and potentially for our annual fall addiction conference.  The position reports to the Executive Medical Director.

 

POSITION SUMMARY: Provides case management support to the WVMPHP.  Works in collaboration with the Executive Medical Director and staff, providing case management, including initial intake assessments/interviews and obtaining collateral data, coordination of evaluation/treatment center services including discharge planning, monitoring compliance, policy development, addresses participant inquiries including updating and maintaining the various tracking excel spreadsheets and other related program activities.  This is a non-treatment position, in that there is NOT a provider-patient relationship. The annual compensation for this position $35,000+ depending on qualifications, experience and skills, plus benefits with the opportunity for growth.

 

 

RESPONSIBILITIES INCLUDE:

  1. Assist the Executive Medical Director with new intakes; obtaining collateral information and completion of necessary forms and pertinent consents/releases.

 

  1. Receives, processes and distributes monitoring reports from participants, worksite monitors and sponsors; including toxicology results/testing.

 

  1. Updates and maintains various participant excel spreadsheets.

 

  1. Addresses daily WVMPHP participant or other general inquiries with assistance from the Executive Medical Director as needed.

 

 

  1. Assists with the provision of formal participation and/or status reports on behalf of WVMPHP participants to external organizations as may be needed.

 

  1. Provides on-site staff coverage at education programs and meetings as requested.

 

  1. Assists with WVMPHP policy development as may be assigned.

 

  1. Performs a variety of clerical duties including preparing routine correspondence, appointment scheduling, phone coverage, filing, print, copy and scanning/digital file maintenance.

 

QUALIFICATIONS:  Advanced degree in mental health/addiction field & state licensure desirable (MSW/LCPC or equivalent).  Strongly desired is “passion for working with professionals”.  Minimum 3-5-years’ experience with direct clinical services, with broad exposure to chemical dependency, psychiatric and medical diagnosis.  Prior experience in employee assistance program and/or clinical experience with professional populations highly desirable.  Knowledge of West Virginia and surrounding area treatment resources a plus.  Excellent organizational, written and oral communication and interpersonal skills, and attention to detail and quality are essential.  Proficiency with, Microsoft Office applications (Outlook, Publisher, Word, PowerPoint and Excel) is needed. Knowledge of File Center and Scansoft-Paperport a plus.  The ability to work in partnership with a team to complete work in a fast-paced, multi project environment is also necessary.
